Are cigarettes cheaper in Virginia or Maryland?

Bill George is the lead investigator for the field enforcement division of the comptrollers office. George and his team try to catch smugglers who buy cigarettes out of state and try to sell them in Maryland, bypassing the tax due to Maryland residents.

George says this lost tax revenue is significant every year, “I estimate in the millions of dollars.” Here’s how it works: a pack of cigarettes cost relatively the same, but each state adds their tax, which changes the price from state to state. In Virginia a carton of Newport’s cost about $35. In Maryland that same carton cost $68 dollars, because Maryland tobacco taxes are higher than Virginia.

In the highest taxed area in the country, New York City, a carton of Newport’s cost a whopping $134. A smuggler would buy a carton of cigarettes in Virginia, sell it on the black market in Maryland and make about $30 and pocket the money. At the Maryland/Virginia border, you can find a half dozen tobacco outlet stores.

“It draws a tremendous amount of Marylanders coming to purchase cigarettes for themselves and it’s very convenient for the smugglers coming from northern states,” George said. The comptrollers enforcement team is looking for people bringing smuggled cigarettes to Maryland. One Maryland women was caught with 17 cartons of cigarettes, more than three times the legal limit.

“We’ll take your cigarettes and you’ll have a court date in a couple of months.” Those confiscated cigarettes go to a property room in the basement of the comptrollers office. There are five rooms just like it. It’s not just your average smoker trying to get one over the government.

  1. A significant number of them at the highest volume are organized crime groups that are making huge amounts of money,” George said.
  2. Frequently we have suspects that are on the terrorist watch list.” When they bust organized crime members and terrorists, officers seize hundreds of cartons worth thousands of dollars.

Last year an Ocean City resident, Basel Ramadan, was convicted in New York of smuggling cigarettes. Authorities say Ramadan profited more than $10 million from illegal cigarettes and skirted $80 million in taxes. After his arrest, police found $1.5 million in cash in his Ocean City home and seized more than 20,000 cartons of untaxed cigarettes.

Maryland Tobacco Tax Increase Is a Big Win for Kids and Health; State Must Now End Sale of Flavored Tobacco Products Statement of Matthew L. Myers, President, Campaign for Tobacco-Free Kids February 12, 2021 WASHINGTON, DC – The Maryland legislature today delivered a resounding victory for kids and health by overriding the governor’s veto and enacting a $1.75 per pack increase in the state cigarette tax.

  1. The cigarette tax increase is a win-win-win solution for Maryland – a health win that will reduce smoking and save lives, a financial win that will raise much-needed revenue and a political win that polls show is popular with voters.
  2. We applaud the legislative champions and local public health groups for their leadership in fighting tobacco use – still the No.1 cause of preventable death.

We hope this action provides momentum for Maryland to soon end the sale of all flavored tobacco products, which is another critical step to stop tobacco companies from targeting and addicting kids. Cigarette smoking damages nearly every organ in the human body and greatly harms overall health, including by increasing risk of respiratory infections.

Prevent 15,300 Maryland kids from becoming smokersSpur 32,600 current adult smokers to quitSave 12,700 Marylanders from premature, smoking-caused deathsSave over $970 million in future health care costs.

In addition to increasing the cigarette tax, the new law also increases taxes on various other tobacco products, including e-cigarettes and vaping liquids. Importantly, lawmakers approved a significant increase in funding for the state’s tobacco prevention and cessation program – from $10 million to $18.25 million annually.

Such action is especially critical given the growing evidence about the impact of smoking and vaping on COVID-19. We strongly urge the legislature to finish its work on flavored tobacco products and end the sale of all flavored e-cigarettes, flavored cigars and menthol cigarettes. While Maryland has made great progress, tobacco use still claims 7,500 lives and costs the state more than $2.7 billion in health care bills each year.

In Maryland, 12.7% of adults and 5% of high school students still smoke cigarettes, and 23% of Maryland high school students currently use e-cigarettes. By increasing tobacco taxes and its investment in tobacco prevention and cessation programs, Maryland can accelerate progress in reducing tobacco use and improve the state’s health for generations to come.

Are cigarettes going up in price in 2022?

July 11, 2022 As we shared in January, several countries around the world are taking necessary steps to reduce cigarette consumption by raising taxes on tobacco products. The body of research continues to grow more robust showing tax increases are the most effective and cost-effective policy tool to encourage smokers to quit, discourage young people from starting to use cigarettes, and generate revenue to offset the public health costs of tobacco use.

While we described the policy changes announced at the beginning of 2022 as “modestly beneficial”, additional tax increases announced in recent months build upon the momentum of this progress. In Montenegro, a 10% increase in the specific component of the tobacco excise tax took effect on June 1st, with another increase of nearly 10% planned for January of 2023.

At the same time, the ad valorem component will decrease by 1.5 percentage points each time the specific component increases, with the goal of increasing the weight of the specific component. This aligns with established international best practices, which show specific excise tax structures to be most effective in discouraging consumption in part because they help to decrease price variation across brands discouraging substitution to cheaper products.

UIC think tank partner, ISEA, closely advised the Ministry of Finance throughout the proposal process, and their research was cited in the excise increase proposal to Parliament. Pakistan raised tobacco excise taxes by an average of 12.5%. Although modest, it is the first tobacco tax increase in three years in the country.

Adopted in the Finance Act (2022-2023), this increase in the Federal Excise Duty on cigarettes on high-price brands (Rs.5,900 per thousand sticks, or a 13.5% increase) and low-priced brands (Rs.1,850 per thousand sticks, or a 12.1% increase) is expected to reduce consumption by 4.6% resulting in over 392,000 smokers quitting while increasing revenue by 7.9%.

The Finance Act also includes a 10% super tax on the tobacco industry’s income. In Turkey, the minimum tax on cigarettes increased by 0.08 TRY, while Portugal announced that its 2022 State Budget will include a 1% increase in the Tax on Alcohol, Alcoholic Beverages and Sugar-Added Beverages. Romania ‘s Ministry of Finance published a draft Fiscal Code reform on July 4th, including increases on tobacco excise duties which would take effect August 1st if approved.

Azerbaijan also increased its tax on cigarettes from 43.0 to 46.5 AZN per 1,000 sticks this spring, with the new rate taking effect in April. Further east, our partners at the Institute of Health Economics have been following policy changes in Bangladesh which has slightly increased minimum prices of all tiers of cigarettes beginning in FY 2022-2023, with the greatest increase applied to the high tier.

  1. Shrinking the gap between tiers is a step in the right direction, but there remains significant need to eliminate tiers altogether.
  2. Furthermore, the tax increases are simply not sufficient to reap the public health and fiscal rewards that would come from larger tax rate increases.
  3. Tobacco tax increases have also been announced in Africa and South America.

As of June 1, Nigeria increased the ad valorem tax on cigarettes from 20% to 30%, while also implementing a gradual increase of the specific excise tax component. The excise tax increased from 58 to 84 NGN per pack of 20 cigarettes last month, and will be increased to 94 NGN per pack in 2023; then 104 NGN per pack in 2024.

  1. Announcing the policy change, Nigerian Minister of State for Health, Olorunnimbe Mamora, cited the Tobacco Atlas, which estimated more than 26,800 deaths occur from tobacco-related diseases in Nigeria annually.
  2. Meanwhile, excise duties on tobacco are increasing by between 4.5 and 6.5% under the 2022 budget in South Africa,

Kenya passed the Finance Act 2022 on June 21st, incorporating an increase of just over 9% in excise duty rates on three categories of tobacco products, effective July 1st. In these last two instances, though welcome, neither increase is likely to outpace inflation and growth.

In South America, Paraguay has also increased tobacco tax rates slightly since the new year, raising the Selective Consumption Tax (ISC) applied on the ex-factory price of cigarettes from 18 to 20%. Unfortunately, ex-factory prices are low in Paraguay and the government should strongly consider changing the tax base to retail prices.

During the current period of inflation throughout the world, increasing the prices of tobacco so that they do not become more affordable relative to other goods is critical. Modest tax increases are insufficient to the task of reducing tobacco consumption when they do not even keep pace with inflation and income growth.

To maximize the effectiveness of tobacco taxes in raising revenues and improving public health, countries should continue to improve their tax structures, annually adjusting tax rates to outpace inflation and income growth, and work toward the widely accepted recommendation that excise taxes on tobacco total at least 70% of retail price.

Did cigarettes go up in the Budget 2022?

Research: Budget 2022-23- A Welcome but Insufficient Reform: Excise Tax Increase on Cigarettes This Policy Brief was written by Social Policy and Development Centre in Pakistan. The policy brief estimates the impact of the newly-proposed tax reform in the Finance Bill 2022.

This reform would increase the Federal E xcise Duty (FED) rate on both the high-price and low-price cigarette brand tier s by 7.7% and 12.1%, respectively. This would result in an average excise tax increase of 10.8%, and when combined with recent tobacco industry price increases, would reduce consumption by 4.3%.

Despite this increase, the excise tax share of retail price would decline from 44.7% to 39.4%, Further, cigarette prices would not keep up with inflation, so cigarettes would become more affordable in 2022-23 compared to 2020-2021. The researchers find that a larger 30% increase in cigarette excise taxes would reduce affordability and result in more pronounced public health and fiscal benefits,

Under the proposed reform, c onsumption would decrease by 154 billion packs and the government would raise an additional 11.7 billion Rs, However under a more significant increase of 30%, consumption would decrease by 272 billion packs and raise 26.6 billion Rs, The policy brief demonstrates the opportunity for policy makers to continue to raise cigarette taxes in Pakistan.
